The power supply framework in Japan was established in 1951, with the private operators regionally taking charge of power generation, as well as the transmission and distribution of electricity. This system has still been in place since that year, when the nine electric power companies, except OEPC, were founded. At that time, the demand for power was rapidly increasing, and it was necessary to build large-scale power plants.

However, the newly built power companies did not have enough "corporate strength" to meet the rising demand. So, the special public corporation J-Power was established in September 1952, supported mainly by government funds. In line with the national policy, J-Power launched the development of large-scale hydraulic power plants. Thereafter, the company successively worked on various projects, such as the development of massive pumped-storage power generation, the construction of large-capacity power transmission lines, and the construction of large-scale coal thermal power plants using imported coal as fuel.

The successive directors general (presidents since October 1986) of J-Power had been appointed from outside agencies, such as the Ministry of Economy, Trade and Industry (METI). The former president Yoshihiko Nakagaki, who took office in June 2001, became the first president appointed from within the company. Later, the company was listed on the first section of Tokyo Exchange Market in 2004 and was completely privatized.

At present, J-Power supplies ten electric power companies with power from the company-owned power plants. In addition, the company transmits electricity via the company-owned transmission/substation facilities, on behalf of the nine major power companies excluding OEPC. The company also engages in wind power generation through its subsidiaries and affiliated companies, and supplies wholesale power through independent power producers (IPPs) for utilities and power producer and supplier (PPS) firms.

The company took 870th place in the world competitive business ranking, the Global 2000, compiled by Forbes magazine in April 2009.

The Japan Atomic Power Company (JAPC) was established in November 1957, with the launch of nuclear power generation in Japan, at the initiative of the nine major utilities excluding Okinawa Electric Power as well as Electric Power Development Co., Ltd., then a national policy concern. JAPC built and operated the first commercial nuclear power plant in Japan, the Tokai power station. In the early days of its foundation, most of the JAPC staffers were employees temporarily transferred from utilities, and the company also assumed the role of training nuclear engineers from the utilities. The Tokai power station was operated on a commercial basis from 1966 to 1998, and it is now undergoing decommissioning work.

Following the Tokai power station, JAPC launched the commercial operation of Tsuruga-1 power station in 1970, Tokai-2 in 1978, and Tsuruga-2 in 1987. At present, power from these nuclear stations is sold to Tohoku Electric Power, Tokyo Electric Power, Chubu Electric Power, Hokuriku Electric Power, and Kansai Electric Power.

The company adopted its present name in 1992 after the merger of Japan Nuclear Fuel Service Limited and Japan Nuclear Fuel Industry Limited. The former was established in 1980 at the initiative of the power industry, and the latter in 1985 also at the initiative of the power industry. JNFL carries on business operations related to the Japanese nuclear fuel cycle policy, which calls for the recycling and reuse of spent fuel at nuclear power plants.

At Rokkasho village in Aomori prefecture, the company engages in the following four business operations: (1) uranium enrichment, (2) reprocessing of spent fuel, (3) temporary storage of waste generated through reprocessing undertaken overseas, and (4) geological disposal of low-level radioactive waste. JNFL's customers include the nine major utilities excluding Okinawa Electric Power as well as Japan Atomic Power Company (JAPC). Of these business operations, a plant for reprocessing spent fuel is now in trial operation, in preparation for the beginning of full commercial operation. Furthermore, JNFL is now applying for a license to fabricate plutonium-uranium mixed-oxide (MOX) fuel (as of July 2009).

The present JNFL president Isami Kojima was formerly vice president of Tokyo Electric Power and vice president of the Federation of Electric Power Companies of Japan (FEPC).

The Federation of Electric Power Companies provides opportunities to exchange views between utility leaders

The Federation of Electric Power Companies was inaugurated in November 1952 in succession to a chamber consisting of electric utility presidents. The chamber was originally established to respond to labor unions after World War II with the aim of smoothly operating electric businesses in Japan through close communication between utilities. The federation originally consisted of nine major utilities and then incorporated Okinawa Electric Power (established in 1972) in 2000. The chair of the federation has been assumed by chairmen or presidents of Tokyo Electric Power, Kansai Electric Power, and Chubu Electric Power and is presently assumed by Shosuke Mori, president of Kansai Electric Power.

The predecessor of the Central Research Institute of Electric Power Industry (CRIEPI), the Electric Power Engineering Research Laboratory, was established in November 1951 as a joint research institute for the nine major electric utilities inaugurated after World War II. The laboratory was renamed to CRIEPI in the following year, when it included economy in its study area in addition to technical fields.

CRIEPI is operated on the basis of contribution revenues from the nine electric utilities and J-Power as well as revenues earned through commissioned research and other business activities. Current chairman Masahiro Kakumu is an ex-vice president of Chubu Electric Power.
